Job Description
We are seeking an experienced Site Procurement Manager to manage procurement and material supply for building and civil engineering projects in Saudi Arabia. The position is site-based, requires relocation, and is offered on a full-time, one-year renewable contract. The company is Chinese-owned and operates in Saudi Arabia across the construction materials supply chain and civil and building construction sectors. The successful candidate will manage daily site procurement activities, purchasing, material requirements, sourcing of construction materials, equipment, tools and site consumables, quotation collection and comparison, supplier negotiation, purchase order issuance, and coordination with site engineers, project managers, warehouses, logistics teams, suppliers, subcontractors, consultants and the internal materials supply chain division. Responsibilities include following up on orders and ensuring timely delivery to project sites, managing material receiving, usage control and site logistics, ensuring that purchased materials meet approved specifications, drawings, bills of quantities and quality requirements, coordinating material approvals and technical requirements with engineering and quality assurance and quality control teams, maintaining supplier relationships, developing reliable local and international supplier networks, monitoring procurement costs, lead times, pending orders and critical material requirements, resolving supplier, delivery, quality and material-related issues, preparing daily and weekly procurement progress reports for management, supporting project teams in preventing delays caused by material shortages, and maintaining accurate procurement records, quotations, purchase orders, delivery notes and supplier documentation. Applicants must hold a bachelor’s degree in Civil Engineering, Construction Engineering, Procurement, Supply Chain, Business Administration or a related field, have at least three years of construction procurement or purchasing experience, and demonstrate proven experience in procuring materials for building and civil construction projects. Strong knowledge of construction materials, suppliers and the local Saudi market is required, along with experience in supplier negotiation, quotation comparison, purchase orders and delivery follow-up; the ability to read bills of quantities, drawings, specifications and material requirements; proficiency in Microsoft Excel, Microsoft Office and procurement or enterprise resource planning systems; fluent English for the working environment, with Arabic considered an advantage; and strong communication, negotiation, coordination and problem-solving skills. Registration with the Saudi Council of Engineers is mandatory for engineering positions, or candidates must be eligible to register. A transferable Iqama is preferred for candidates already in Saudi Arabia, and such candidates must have an Iqama valid for at least two to four months before joining. The selection process includes an English-language interview and a procurement and technical assessment, and candidates should be prepared to provide project and employment references for verification.
