Job Description
A full-time Cost and Tendering Manager is required in Dammam. Key responsibilities include reviewing tender invitations, drawings, specifications, bills of quantities, and contract documents; leading the preparation and submission of technical and commercial bids; coordinating with the engineering, procurement, planning, and project teams throughout the tender preparation process; obtaining quotations from suppliers and subcontractors; preparing tender clarifications and attending bid meetings; ensuring that all tenders are submitted on time and in accordance with client requirements; and maintaining accurate records of submitted and awarded tenders. The successful candidate will prepare detailed cost estimates for construction projects, conduct quantity take-offs, verify bills of quantities, analyse labour, material, equipment, and subcontractor costs, develop project budgets and cost plans, perform value engineering, identify cost-optimisation opportunities, monitor market prices, regularly update cost databases, evaluate project risks, and include appropriate contingencies in cost estimates. The role also includes reviewing the commercial terms and conditions of contracts, identifying contractual and financial risks associated with tenders, supporting contract negotiations with clients and subcontractors, and ensuring compliance with company policies and applicable industry standards. The manager will lead and supervise Estimation and Tendering Engineers, allocate tasks, monitor tender schedules, review estimates and bid submissions for accuracy and completeness, and provide technical guidance and training to team members. Qualifications for this role include a bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field, while professional certifications are advantageous. Candidates must have 8 to 12 years of experience in construction tendering and costing, including at least five years in a supervisory or managerial role, strong experience with construction projects in Saudi Arabia, and Gulf experience in tendering and costing. Strong construction cost-estimation, tender preparation and submission, quantity surveying, bill of quantities analysis, cost control and budgeting, contract review, commercial awareness, negotiation, communication, and leadership skills are required, along with advanced proficiency in Microsoft Excel and experience with Primavera P6 or Microsoft Project, as well as the ability to coordinate engineering, procurement, planning, and project teams and to lead Estimation and Tendering Engineers while providing technical guidance and training. Performance will be measured by the tender success rate, the accuracy of cost estimates, the timely submission of bids, the profitability of awarded projects, cost-saving and value-engineering achievements, and team performance and productivity.
