Planning Engineer

The Planning Engineer will be responsible for developing, monitoring, and controlling detailed shutdown and turnaround schedules for plant maintenance projects, as well as preparing method statements, managing billing documentation, processing extra work claims, and ensuring effective project closure in accordance with client procedures and contract requirements. The role requires a Bachelor’s Degree in Mechanical Engineering or an equivalent qualification and 3 to 6 years of experience in shutdown and turnaround projects within the oil and gas or petrochemical sector. Proficiency in Primavera P6, Microsoft Office applications including Excel, Word, and PowerPoint, and other planning tools is required, while knowledge of Power BI is an added advantage. Candidates should have a strong understanding of maintenance methodologies for static equipment, including heat exchangers, fin fan coolers, reactors, columns or towers, vessels, drums, heaters or furnaces, air fin coolers, valves, and piping work in oil and gas refineries, fertilizer plants, petrochemical facilities, and process plants, together with familiarity with the project lifecycle, critical path analysis, scheduling, and resource planning. Experience working on the contractor side with major clients in Saudi Arabia is preferred, along with skills in preparing method statements, billing documentation, and extra work claims, and excellent communication, coordination, and documentation skills. The successful candidate must be willing to relocate as required by the project. Responsibilities include developing and maintaining detailed shutdown and turnaround schedules using Primavera P6; coordinating with execution, estimation, and project teams to align activity sequencing and milestones; preparing micro-level schedules incorporating the client’s work breakdown structure, scope lists, and resource plans; generating daily, weekly, and monthly look-ahead schedules and progress updates; monitoring schedule performance, analysing variances, and recommending corrective actions; supporting resource planning for manpower, equipment, and materials; facilitating planning meetings and communicating schedule changes effectively; complying with client and company planning and reporting procedures; and effectively carrying out pre-turnaround, turnaround, and post-turnaround activities. The engineer will also prepare method statements for shutdown activities such as dismantling, inspection, and hydrotesting; coordinate with quality assurance, quality control, and health, safety, and environmental teams to ensure compliance with site standards; and assist in preparing job cards and work packs for execution teams. Further duties include tracking actual site progress and updating schedules accordingly; maintaining progress measurement systems such as S-curves, productivity charts, and earned value records; coordinating with site teams to validate completed work for billing; compiling documentation for monthly invoicing and client submissions; identifying deviations from scope and raising extra work claims with technical and commercial justifications; documenting the labour, equipment, and materials used for unplanned activities; submitting and following up on additional work requests for client approval; maintaining and certifying the necessary documents to support claims; attending pre-bid and job explanation meetings, kick-off meetings, and weekly and daily review meetings, both internally and with the client; submitting planning reports, method statements, and claim documents; ensuring adherence to contractual terms; and ensuring effective project closure with comprehensive project documentation maintained.
