Proposal Engineer
Job Description
We are seeking an experienced Proposal Engineer for full-time employment in Al Khobar, Eastern Province, Saudi Arabia, to support tender preparation, estimation, costing, and the preparation of technical and commercial proposals for oil and gas and pipeline projects. Candidates must hold a bachelor’s degree in Mechanical or Civil Engineering and have 4–5+ years of relevant experience in proposal preparation, estimation, costing, or tendering, with proven experience in pipeline projects. Experience in oil and gas, EPC, mechanical, E&I, or construction projects is required, along with strong knowledge of BOQ, MTO, cost build-up, and the pricing of materials, manpower, equipment, and subcontractors. The role requires experience in reviewing RFQs and RFPs, evaluating and comparing vendor and subcontractor quotations, preparing techno-commercial proposals, and submitting tenders, as well as good knowledge of commercial evaluation, cost analysis, pricing, and contractual requirements. Candidates must be able to review technical specifications, drawings, and project requirements and be proficient in MS Excel, Word and PowerPoint, AutoCAD, Primavera P6 or MS Project, PlanSwift, Aconex, ERP, and estimation and costing systems. Software skills required include MS Excel, Word and PowerPoint, AutoCAD, Primavera P6 or MS Project, PlanSwift, Aconex, ERP, and estimation and costing systems. Key skills include estimation and costing, BOQ and MTO, tendering, cost analysis, vendor and subcontractor evaluation, technical and commercial proposals, and pipeline projects. Preferred certifications include ASME, ASCE, Construction Management and Planning, and ISO/IMS.
