Alazzaz Trading & Contracting Company, which operates in the industrial and construction sectors and provides specialised contracting and trading services to clients in Jubail and the surrounding regions, is seeking an Estimation & Proposal Engineer for its electrical and instrumentation activities in Jubail, Saudi Arabia. The company focuses on delivering reliable, technically sound solutions for complex projects, particularly in the electrical and instrumentation disciplines. Job Summary: The successful candidate will lead the complete tendering and estimation process for Electrical and Instrumentation contracting projects, including reviewing requests for quotation, tender documents, drawings, specifications, and bills of quantities; conducting quantity take-offs; preparing accurate cost estimates, man-hour calculations, pricing, and technical and commercial proposals; coordinating with engineering, procurement, suppliers, and subcontractors to obtain technical and commercial inputs; preparing bid qualifications, clarifications, and compliance statements; evaluating vendor and subcontractor quotations and recommending the most competitive solutions; identifying project risks, exclusions, assumptions, and value engineering opportunities; participating in pre-bid meetings, technical clarification discussions, and commercial negotiations; maintaining estimation databases, cost records, and vendor information; and ensuring the timely submission of competitive, compliant, and profitable bids. Key Responsibilities: The role includes reviewing requests for quotation, tender documents, drawings, specifications, and bills of quantities; preparing accurate cost estimates, man-hour calculations, and pricing for Electrical and Instrumentation projects; coordinating with engineering, procurement, suppliers, and subcontractors to obtain technical and commercial inputs; preparing technical and commercial proposals, bid qualifications, clarifications, and compliance statements; evaluating vendor and subcontractor quotations and recommending the most competitive solutions; identifying project risks, exclusions, assumptions, and value engineering opportunities; participating in pre-bid meetings, technical clarification discussions, and commercial negotiations; maintaining estimation databases, cost records, and vendor information; and ensuring the timely submission of competitive, compliant, and profitable bids. A Bachelor’s degree in Electrical Engineering or Instrumentation Engineering is required, together with a minimum of 10 years of experience in electrical and instrumentation estimation and proposal engineering, including at least 7 years of experience in the GCC or Middle East and experience in oil and gas, petrochemical, power, water, utilities, and industrial EPC projects. The candidate must have strong knowledge of electrical and instrumentation systems, industrial EPC projects, and GCC construction practices; proficiency in quantity take-offs, cost estimation, and technical and commercial proposal preparation; a good understanding of contractual and commercial terms; proficiency in Microsoft Excel, AutoCAD, and Microsoft Office; and excellent analytical, communication, negotiation, and organisational skills. Knowledge of Primavera, SAP, or estimation software is an advantage. Immediate availability and local Iqama transfer are required.
