Key responsibilities include reviewing tender invitations, drawings, specifications, bills of quantities (BOQs), and contract documents; leading the preparation and submission of technical and commercial bids; coordinating with the engineering, procurement, planning, and project teams during tender preparation; obtaining quotations from suppliers and subcontractors; preparing tender clarifications and attending bid meetings; ensuring the timely submission of tenders in accordance with client requirements; and maintaining records of submitted and awarded tenders. The role also involves preparing detailed project cost estimates for construction projects, conducting quantity take-offs, verifying bills of quantities, analysing labour, material, equipment, and subcontractor costs, developing project budgets and cost plans, performing value engineering and cost optimisation, monitoring market prices, regularly updating cost databases, evaluating project risks, and including appropriate contingencies in estimates. The successful candidate will review the commercial terms and conditions of contracts, identify contractual and financial risks associated with tenders, support contract negotiations with clients and subcontractors, and ensure compliance with company policies and industry standards. The position includes leading and supervising Estimation and Tendering Engineers, allocating tasks, monitoring tender schedules, reviewing estimates and bid submissions for accuracy and completeness, and providing technical guidance and training to team members. Qualifications include a Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field, while professional certifications are advantageous. Applicants must have eight to twelve years of experience in construction tendering and costing, at least five years of experience in a supervisory or managerial role, strong experience with construction projects in Saudi Arabia, and experience in construction-company operations. Required skills include construction cost estimation, tender preparation and submission, quantity surveying, BOQ analysis and verification, cost control and budgeting, contract review, commercial awareness, negotiation, advanced Microsoft Excel, Primavera P6 or MS Project, and strong communication, leadership, and team-management abilities. Key performance indicators (KPIs) include the tender success rate, accuracy of cost estimates, timely submission of bids, profitability of awarded projects, cost-saving and value-engineering achievements, and team performance and productivity.
