Job Description

A full-time Senior MEP Quantity Surveyor / Estimating Engineer is required in Riyadh, Saudi Arabia, to lead subcontract pricing, quantity surveying, and commercial defence activities for mega-projects in Saudi Arabia, including projects such as KSU and MODON. The role requires profound knowledge of Middle East measurement rules, including POMI, NRM2, and SMM7, together with a proven track record of dealing with top-tier consultants. Responsibilities include analysing original IFC bills of quantities, including those based on XXX designs, to identify discrepancies, buffer quantities, and missing items; developing accurate re-measurable unit rates for MEP labour and piece-rate works based on local Saudi productivity norms while accounting for Ramadan and summer midday work bans; and preparing robust commercial assumptions, qualifications, and exclusions to protect subcontractor margins, including exclusions for BWIC, core drilling, and system integration testing and commissioning. Following award, the engineer will conduct meticulous quantity take-offs, including MTO and BOM take-offs, from LOD 400 shop drawings and 3D BIM models to establish actual net quantities for procurement limits and labour piece-rate payments; identify variations arising from the transition from IFC drawings to shop drawings, including additional routing resulting from clash resolutions; prepare and submit Variation Orders in compliance with NRM2 and POMI standards; and prepare interim monthly payment applications based on site progress and approved WIRs, or Work Inspection Requests, ensuring that completed works are not undervalued. A bachelor’s degree in Electrical Engineering, Mechanical Engineering, or Quantity Surveying is required, along with at least 8 years of GCC or Saudi experience specifically in MEP estimation and quantity surveying and experience with Tier-1 or Tier-2 contractors or subcontractors. Deep knowledge of POMI, SMM7, and NRM2 is required, while familiarity with the Saudi Building Code is a major advantage. Advanced proficiency in AutoCAD, Revit for basic MEP MTO extraction, Navisworks, and Microsoft Excel is required, as is fluency in English, including contractual and technical drafting ability. Arabic language ability is an advantage. Experience is required in analysing IFC bills of quantities, preparing re-measurable unit rates, drafting commercial assumptions, qualifications, and exclusions, and working with LOD 400 shop drawings, 3D BIM models, MTO and BOM quantity take-offs, Variation Orders, interim payment applications, site progress, and approved Work Inspection Requests.
